摘要:
简要介绍了国外稀土等矿产资源储备现状，分析了国外矿产资源储备目的，储备制度，储备目标和调整，储备管理的执行机构，储备专项资金筹措等，提出了我国建立和完善稀土战略储备制度的建议.
